Basically, it's a bit of a different take on the train crossing scene when Rin returns from Australia... Rin decided to wear the silly mistletoe headband as an apology (of sorts) for not calling Haru while he was away (his Australian buddies insisted it was a foolproof plan*) - if nothing else, it'd maybe make Haru laugh and ease some tension. Rin hadn't dared hope that Haru would actually accept the challenge.
* let's pretend Rin had/has friends in Australia (or at least genuine acquaintances), ok? They weren't trying to pull a cruel joke on Rin,
they honestly thought (from the way Rin talked about Haru) that Haru was his literally his boyfriend.
